The Romanian National Gambling Office (ONJN) responds to public concerns regarding minors’ access to gambling halls. The institution reaffirms that the law remains strict, prohibiting minors from entering, and any contrary information is false.
Following recent media speculation suggesting a potential legislative change that would allow minors access to gambling halls, the Romanian National Gambling Office (ONJN) has issued an official statement to clarify the situation. ONJN emphasized that there has never been, nor will there be, any discussion about amending the law to allow minors access to gambling venues, and any claims stating otherwise are misleading.
A recent article published by Hotnews implied that authorities were considering a change that would allow minors to enter gambling halls as long as they do not participate in gambling activities. ONJN strongly refuted this claim, stating that the current legislation is clear and strictly prohibits minors from entering gambling venues, as stipulated in Article 7, paragraph (3) of GEO 77/2009.

ONJN further clarified that discussions within the ONJN Advisory Council were not related to minors’ access but rather focused on improving the legal framework for self-exclusion from gambling. This procedure, regulated under Article 15^1 of GEO 77/2009, allows adults to voluntarily request exclusion from gambling activities as a measure of protection against addiction.
Self-exclusion is exclusively for adults and has no connection to minors’ access to gambling halls.
ONJN reaffirmed its commitment to protecting vulnerable groups, including minors, and ensuring compliance with gambling laws. The institution emphasized that any claims suggesting minors could have access to gambling halls are completely unfounded and should not be taken as legitimate.
